近日，國際清算銀行(BIS)與中國人民銀行數字貨幣研究所、香港金融管理局、泰國央行以及阿聯酋央行聯合發佈多邊央行數字貨幣橋(mBridge)專案第一階段報告。mBridge項目由國際清算銀行(香港)創新中心、中國人民銀行數字貨幣研究所、香港金融管理局、泰國央行和阿聯酋央行聯合開展，旨在探索央行數位貨幣在跨境支付中的應用。

報告表示，應用央行數位貨幣和分散式帳本技術的多邊央行數位貨幣模式(mCBDC)有助於實現更快速、更便宜和更安全的跨境支付和結算。在mBridge的公共平臺中，多種官方數字貨幣結算的通用原型平臺能夠在幾秒鐘內完成國際轉帳和外匯操作，而不是使用現有的商業銀行網路，由此將節省近一半成本，與傳統代理行模式相比實現了跨越式改進。通過構建Inthanon-LionRock Besu區塊鏈，BIS致力推動分散式帳本(DLT)作為跨境支付技術推手的能力。據實驗顯示，DLT已被證明可以顯著提高速度，降低成本，提供營運效率和複雜跨境支付流的彈性，實現跨境交易全天候同步交收結算，以及提供便利的外幣兌換。

而在推行多邊央行數位貨幣專案時亦有很多值得注意的地方。首先，不能損害國際貨幣體系。官方數字貨幣應繼續支援國際貨幣體系的健康發展。由一家央行提供的數位貨幣不應破壞其他中央貨幣主權及其履行貨幣和金融穩定使命的能力，同時也應保護消費者的合法權利，如數據隱私和安全，並促進公平競爭。

其次，必須遵守法規。與數位貨幣相關的跨境支付安排應具有健全的法律體系和穩定的運作體系，符合有關轄區的法規和法律，如資金管理、外匯機制等。實現資訊流和資金流同步，促進跨境貿易發展，促進實體經濟發展，滿足反洗錢、打擊恐怖融資的監管要求。

在互通性方面，BIS強調，數字貨幣的發展應充分發揮現有基礎設施的作用，利用金融科技，實現不同轄區的數位貨幣系統之間以及數位貨幣系統與傳統支付系統之間的互通性。同時，各央行也要有利於支付體系的有序發展，防止市場碎片化。

BIS表示，mBridge未來將繼續探索現有平臺的局限性，涉及流動性管理和DLT處理大交易量時的可伸縮性和性能等。此外，專案傳導還將包含政策需求和措施，以確保對特定于管轄權的法規的遵從，以及測試和調查適當的治理模型。預計下一階段，該項目將在安全可控的環境下鼓勵與商業銀行和其他市場參與者進行試驗。由此看來，央行數字貨幣實現跨境支付將會是未來跨境貿易的主流方式。
