近日召開的中共中央政治局會議指出，要統籌有序做好碳達峰、碳中和工作，儘快出臺2030年前碳達峰行動方案，堅持全國一盤棋，糾正運動式“減碳”，先立後破，堅決遏制“兩高”專案盲目發展。
隨後，“中國國際金融30人論壇第四屆研討會”在上海召開，主題為“開放·綠色·合作”，探討了上海國際金融中心建設、綠色金融、發展中國家主權債務減免等重大戰略問題。在“專題二：從全球合作的視角看綠色金融”討論中，專家學者進行了演講。
專家指出，中國的碳排放呈現出總量大、人均不高的特點，能源結構為缺油、少氣、富煤，所以中國在處理“雙碳”過程中要統籌、有序，不能搞大躍進、運動式減排。碳達峰的重點是碳中和，碳達峰的方式可以多管齊下，要始終堅持發展高科技來實現雙碳目標。
此前，對於實現碳達峰和碳中和的資金需求，各方有不少測算，規模級別都是百萬億元人民幣。市場共識認為，這樣巨大的資金需求，政府資金只能覆蓋很小一部分，缺口要靠市場資金彌補。發達國家原來承諾的對發展中國家提供碳融資援助沒有到位，存在著很大的資金缺口。但在中國國內，我們要想實現“雙碳”目標並不缺錢，因為很多原來不同領域的投資都可以轉化為“雙碳”目標的資金來源。
對於香港而言，抓住綠色金融新機遇已經擺在了戰略地位。自2015年起，在香港安排和發行的綠色債券持續增長。2020年在香港安排和發行的綠色債券和貸款總額約120億美元。香港還擁有全球最大的離岸人民幣資金池。
“粵港澳大灣區系列財經沙龍”第三期“減碳新時代的綠色金融發展”近日在香港舉行。香港如何抓住綠色金融所帶來的發展機遇，迎接減碳新時代下的綠色金融發展浪潮，成為專家熱議的話題。“綠色金融的發展將成為推動和引導資金流向低碳經濟的關鍵。”香港特區政府財經事務及庫務局副局長陳浩濂說，特區政府十分有決心推動香港成為大灣區綠色金融樞紐，將發揮香港國際金融中心的優勢發展綠色金融，服務國家經濟社會發展轉型，實現碳達峰、碳中和目標。 香港具有高度開放和國際化市場、法治體制等強項，特別是擁有“一國兩制”的獨特優勢，有憲法和香港基本法的重要保障，有香港國安法的有力護佑，有“一帶一路”建設、粵港澳大灣區建設等國家戰略實施帶來的重大機遇，完全可以通過支持國家和大灣區內綠色專案投融資及標準認證，創新並豐富香港綠色金融產品，快速有序推動香港綠色和可持續金融的發展。
