比特幣自2月以來的升浪，很大程度始於特斯拉於2月8日披露，購入了15億美元的比特幣，並在稍後接受客戶以比特幣買車。消息掀動比特幣價格由3.8萬美元左右持續上漲，加上受「加密貨幣交易所第一股」Coinbase在4月中上市所刺激，帶動比特幣價格當時升穿6.4萬美元創新高。

比特幣、乙太幣等加密貨幣今年飛漲，內地本周擬再收緊應用，全面封殺比特幣等虛擬貨幣，令比特幣單日價格幾乎跌穿30,000美元關口。上週四（20日）比特幣價格反彈，一度重回42,000美元。

去年以來我國金融科技創新的大環境發生了重大變化，新冠肺炎疫情一度阻斷了人與人之間的直接交往，以線上交互為特徵的雲端金融借勢上位。同時，金融監管動作頻頻，針對金融違規行為所採取的問責力度前所未有。中國官方從2017年以來便禁止了首次代幣發行（ICO）和境內的加密貨幣交易，但很多人仍可以通過海外交易所交易比特幣等加密貨幣，這令北京方面感到擔憂。今年，比特幣再次迎來一次警鐘，中國互聯網金融協會、中國銀行業協會及中國支付清算協會聯合發佈指，近期虛擬貨幣價格暴漲暴跌，虛擬貨幣交易炒作活動有所反彈，批評「嚴重侵害人民群眾財產安全，擾亂經濟金融正常秩序」。三協會聯合公佈，金融機構、支付機構不得開展與虛擬貨幣相關的業務。

銀行業接連回應，正式宣佈金融和支付機構不得接受加密貨幣作為支付結算工具，也不得提供與加密貨幣相關的服務和產品。如果消費者在加密貨幣投資交易中蒙受任何損失，需自行承擔。中國人民銀行通過官方微信公眾號發佈了《中國互聯網金融協會、中國銀行業協會、中國支付清算協會關於防範虛擬貨幣交易炒作風險的公告》，正式與比特幣陣營劃分界限。

此態勢下，目前中國正加速推進自己的數字人民幣專案，試圖讓這種有央行背書的數字化法幣取代現金，加強對支付領域的控制。此前，由於支付寶和微信支付的成功，私營科技公司在中國的數字支付領域長期佔據壟斷地位。

央行數字貨幣的發行不再是“要不要”的問題，而是可信的技術創新和可行的制度創新所需的時間長短的問題。當前金融監管的主基調是規範化監管，應關注如何在規範中創新，在規範中發展。經過十多年的發展，目前中國金融科技創新已經展現出領先於全球主要經濟體的某些特定優勢，包括基於數字信任的數字化金融普惠、以效率為重心的數字化流程再造和面向大眾的數字人民幣。
