中國人民銀行、銀保監會、證監會、外匯局表示，支持在海南自貿港就業的外國人買賣證券等各類投資，亦允許符合條件的購買自住物業，並給予兌換便利。當局亦鼓勵境外金融機構落戶海南，支持設立中外合資銀行，讓國內銀行引進符合條件的境外戰略投資者，改善股權結構，提高自貿區銀行業對外的開放程度，發改委日前公佈的准入特別措施合共22條，涵蓋醫療、金融、文化及教育等領域。
商務部副部長兼國際貿易談判副代表王受文12日在國新辦發佈會上說，針對海南自貿港建設需要，商務部已會同有關部門研究形成推進貿易自由化便利化若干措施，從貨物貿易和服務貿易兩方面提出28項政策措施。檔已經國務院同意，將于近期印發。
國家發展改革委、商務部發佈《關於支持海南自由貿易港建設放寬市場准入若干特別措施的意見》（下稱《特別措施》），涵蓋5大領域22條具體措施，包括推動發展醫療旅遊、建立海南電子處方中心，開展互聯網處方藥銷售。
據介紹，《特別措施》有5大領域共22條特別措施，涉及醫療、金融、文化教育、商業航太、種業、新能源汽車等。醫療領域共7條，分別是開展互聯網處方藥銷售、支持海南國產化高端醫療裝備創新發展、加大對藥品市場准入支持、全面放寬合同研究組織（CRO）准入限制、支持海南高端醫美產業發展、優化移植科學全領域准入和發展環境、設立海南醫療健康產業發展混改基金。
業內人士認為，放寬互聯網處方藥銷售的准入措施最為市場所看好。《特別措施》提出，在博鼇樂城國際醫療旅遊先行區建立海南電子處方中心，對於在國內上市銷售的處方藥，除國家藥品管理法明確實行特殊管理的藥品外，全部允許依託電子處方中心進行互聯網銷售，不再另行審批。
海南自貿港將探索形成具有國際競爭力的開放制度體系，同時更要充分發揮海南自然資源豐富，地理位置獨特，以及超大規模國際市場和土地經濟這樣一些特優勢，重點突出貿易和投資自由，聚焦發展旅遊業、現代服務業和高新技術產業，加快培育具有海南特色的實體經濟。
