“數字城市”、“智慧城市”已經成為中國城市發展的大趨勢。數字城市強調，看得見、有得用，注重基礎、以資料主導。而智慧城市注重應用，根本原則是“以人為本”，以“為民、便民、惠民”為導向，讓大資料用起來、用得廣、用得好。日前，基於區塊鏈技術內生的信任機制，區塊鏈成為“新基建”中的“可信”資訊基礎設施，在智慧城市建設中發揮著關鍵作用。

北京作為城市發展風向標，很早就開始佈局數字城市和智慧城市建設。2019年，北京市已經開始區塊鏈實踐，重點打造了目錄區塊鏈系統，將全市50個部門的職責、目錄以及資料高效協同地聯結在一起，打通政府間的資料共用許可權和管理，為全市大資料的彙聚共用、資料資源的開發利用、城市治理、民生服務以及營商環境的改善提升等提供有效支撐，讓老百姓成為直接受益人。

市民在辦理不動產登記時，可以一次性辦結，這得益于“目錄區塊鏈”調度下，全市各部門資料實現有序運轉。通過“鏈”上即時調用公安、民政等多個部門的戶籍人口、社會組織等標準資料介面，實現了減材料、減流程、減時間。

市長熱線實行“接訴即辦“，與以往投訴不同，通過目錄區塊鏈，民眾訴求能準確地派達到責任部門和具體工作人員，減少了人工派單流轉過程中的推諉扯皮，極大地提高了政府工作效率。

與此同時，基於目錄區塊鏈系統，北京市可以通過各個醫院就診資訊和病人資訊，提前預判疫情發展趨勢，積極協調對應的醫療和物料等資源。也能對社區自來水、燃氣、電力等資料進行分析，提前識別風險並制定應對策略，保障老百姓的居家生活。

近期，北京市政府加大智慧城市創新力度，開展與華為合作，聯合打造了目錄區塊鏈系統，這是國內首個基於區塊鏈技術的專注政府資料交換治理嘗試項目。基於華為雲區塊鏈分散式存儲、不可篡改、合約機制等特點和ROMA跨組織地域高效集成共用，北京目錄區塊鏈得以高效，成功運用到實際場景中。

具體來說，華為雲資料以API形式封裝為資料服務，共用、查詢、調用即時同步；資料目錄、共用條目、許可權管理、共用日誌全部通過區塊鏈技術上鏈，讓交換機制可追溯，可信賴；ROMA探針即時回饋資料狀態。實現資料跨組織高速共用交換、資料變化即時探知、資料訪問全程留痕、資料共用有序關聯。

同時華為雲將部門間的共用關係和流程上鏈鎖定，建構起資料共用的新規則，解決了資料流程轉隨意、業務協同無序等問題。所有的資料共用、業務協同行為在“鏈”上共建共管，無數據的職責會被調整，未上鏈的系統將被關停，建立起部門業務、資料、履職的全新“閉環”，解決了應用與資料脫節、技術與管理失控等問題。

華為雲不僅協助北京市建立了目錄區塊鏈系統，還推出“智簡電子政務外網解決方案”助力北京電子政務外網升級改造，幫助北京延慶打造的城市服務管理指揮平臺（IOC），實現了指揮中心同18個鄉鎮與街道各網格員的即時資訊共用。

智慧城市的目標是實現興業、善政、利民，真正讓政府感知數位技術帶來的價值，推動數字經濟的發展，改善人民的生活水準。中國各個城市也紛紛行動起來，一起打造新型城市模式。中國社會科學院資訊化研究中心發佈了“第九屆中國智慧城市發展水準”評估結果：深圳、杭州、上海、北京、廣州獲得智慧城市建設綜合領先獎；成都、西安、廈門、武漢、合肥獲得智慧城市建設創新示範獎。隨著區塊鏈技術的進一步發展，其正在為城市資料的可信流轉提供更低成本、更高效的解決方案，基於區塊鏈技術打造的新型智慧城市應用試點正在落地測試，區塊鏈技術能為智慧城市建設解決“疑難雜症”。我們相信，未來越多的城市會加入區塊鏈的實踐，共同打造區塊鏈下的智慧城市。
