我國多層次資本市場的包容性、覆蓋面將進一步提升。資本市場基礎制度將更加成熟更加定型。全面推進股票發行註冊制改革。建立常態化退市機制，拓寬多元化退出管道。建成佈局合理、治理有效、先進可靠、富有彈性的金融基礎設施體系。到2035年，我國將形成股權與債權、場內與場外、現貨與期貨、公募與私募有機聯繫、錯位發展的多層次現代資本市場體系。

市場主體競爭力將顯著提升。建設一批國際一流投資銀行和財富管理機構。構建權責匹配的資本市場仲介體系，完善審計、評估、法律服務、資信評級規則體系。投資者合法權益將得到有效保護。“制度健全、精准有效、內外協同”的投資者保護工作格局基本形成，多層級的投資者保護制度體系基本完善。市場生態將更加良性健康。基本建成與國民經濟結構相匹配、體現經濟高品質發展特點的上市公司群體，持續回報能力進一步增強。

資本市場高水準雙向開放將持續拓展。上海國際金融中心建設能級進一步提升，香港國際金融中心的地位更加鞏固，深圳金融業對外開放水準全面提高。股票、債券、期貨及衍生品市場對全球優質資產的吸引力不斷提高。滬深交易所加快構建優質創新資本中心和世界一流交易所，原油等大宗商品的國際定價影響力明顯增強。

業內人士表示，党的十八大以來，以習近平同志為核心的黨中央高度重視資本市場改革發展，為推動資本市場重大關鍵性改革，中央全面深化改革委員會先後審議通過在上海證券交易所設立科創板並試點註冊制總體實施方案和實施意見、創業板改革並試點註冊制總體實施方案、健全上市公司退市機制實施方案、依法從嚴打擊證券違法活動的若干意見等。近年來，國務院金融委統一指揮協調，多次召開會議部署資本市場改革發展穩定工作，及時研究新情況，解決新問題。證監會貫徹落實“建制度、不干預、零容忍”9字方針，資本市場“深改12條”扎實推進，風險防控體制機制逐步健全，市場內在約束機制不斷增強。2020年資本市場經受住了國際經貿環境複雜變化、新冠肺炎疫情蔓延等一系列外部衝擊的考驗，市場韌性和抗風險能力明顯提升，為抗疫和穩定經濟運行發揮了重要作用。
